Freedom Of Information Request

On 16th December 2016, the following freedom of information request was submitted with Transport for NSW (NSW Department of Transport)

“I seek the following:”

1. Information revealing:

a. The licensed and forecast average operational loadings for the light rail vehicles in the morning peak hour from 8am-9am on the CSELR. (Licensed capacity 6,750 passengers per hour / operational loadings unknown, cabinet information or not calculated)

b. The number of buses to be replaced by the light rail vehicles in the morning peak hour from 8am-9am (220 – 180 from the South East and 40 from elsewhere)

c. The licensed and average operational capacities of those buses. (Licensed capacity 25,300 (Based on maximum licensed capacity of 220 x 115 passenger bendy buses) Operational loading 16,000 (TfNSW estimate), which they later claimed as incorrect.

2. Documents revealing the details of any traffic modelling undertaken for the CSELR project. In this respect I specifically seek information which is not subject to cabinet-in-confidence provisions, which contains any of the following information:

a. Cost/benefit analysis between light rail and electric buses. (Not undertaken)

b. Cost/benefit analysis between light rail and business-as-usual (e.g. our current buses) (Cabinet information – not released, or not completed)

c. Forecast likely average light rail journey time from Kingsford to the City and Randwick to the City. (Unknown – not released – cabinet information/commercially sensitive information, or not calculated)

An additional 47 documents have been found, but access has been refused to 28 of the documents under the grounds that they may “infringe the privilege of Parliament.

Unfortunately, it appears that the travel times and loading capacity of the light rail (as distinct from the licensed capacity) have still not been provided.

An informal request for a release of the information has been lodged with Transport for NSW as of May 10th 2019.

It is still hoped that the NSW Premier, Gladys Berejiklian will release the travel times and operational loadings of the light rail, before or if it becomes operational.
